NYSC Reform: FG Approves New Uniform, Graduation Ceremony

The Federal Government has approved a comprehensive reform of the National Youth Service Corps (NYSC), introducing far-reaching changes aimed at transforming the scheme into a more skills-oriented and productivity-driven institution.

The approval was granted during the Federal Executive Council (FEC) meeting held in Abuja on Monday, marking the first major restructuring of the scheme since its establishment 53 years ago.

Among the key reforms is a new leadership structure that places the operational management of the NYSC under civilian administration, while the military will continue to provide security support for corps members across the country.

To facilitate implementation, the Council directed the Attorney-General of the Federation alongside the Federal Ministry of Youth Development to initiate amendments to the NYSC Act and related regulations.

Announcing the development through his official X account, the Minister of Youth Development, Ayodele Olawande, described the reform as the first comprehensive review of the NYSC scheme since its inception.

According to him, the initiative is designed to reposition the programme into a platform that not only strengthens national unity but also equips young Nigerians with practical skills and opportunities for economic relevance.

Olawande explained that the reforms align with President Bola Tinubu’s broader economic vision and are intended to support the country’s drive toward achieving a one-trillion-dollar economy.

He outlined several major changes, including the introduction of a technology-enabled call-up system, risk-sensitive deployment policies for improved safety, and a redesigned six-week orientation programme with stronger emphasis on leadership, entrepreneurship, digital innovation and specialised career development.

Other reforms include skills-based primary assignments linked to graduates’ academic backgrounds and career interests, improved camp standards through a national grading and certification framework, and the replacement of the traditional Passing Out Parade with a formal graduation ceremony.

The minister also disclosed that corps members would receive a redesigned NYSC uniform aimed at projecting professionalism and strengthening national identity.

He noted that the reform process commenced in 2025 through consultations involving the Federal Ministry of Youth Development, the Federal Ministry of Education and the Office of the Special Adviser to the President on Policy and Coordination.

Describing the initiative as an investment in Nigeria’s youth population, Olawande said the renewed NYSC would become more relevant, impactful and responsive to contemporary national development needs.

Established in 1973 after the Nigerian Civil War, the NYSC was created to promote national integration by deploying graduates to states outside their regions of origin for one year of compulsory national service. The latest reforms represent the most extensive review of the scheme since its creation.

A High court sitting in Okitipupa has nullified the Oniju of Iju-Odo Chieftaincy declaration, holding that the State Government had no power to create a new chieftaincy without the consent of the Rebuja of Osooro land, the prescribed authority over chieftaincy matters in the communities within Osooro land, including Iju-Odo Community.
